Mordecai Richler established this award, and the Impure Wool Society which administered it, after controversial comments by the then Quebec premier Jacques Parizeau the night of the sovereignty referendum in October 1995. The Impure Wool Society is a reference to the term 'pure laine' or 'pure wool' Quebecers, which describes those who are descendants of original French settlers. The award honoured the best novel or short story collection written by a Quebecer in the English language.
